Certain clients-particularly those with a one-off constructionrequirement often lack the necessary technical expertise tooversee their in-house consturction projects; for example, ahospital or a school. There is also no strategic need to buildthis in-house, as construction is not a core competence (as itwould be to a developer). CPC steps in to fill this vacuumlooking after the owners' interest.
